When a girl is shot in cold blood, multiple squads from the New York City Police Department team up to find those responsible, then the District Attorney’s office works to hold them accountable. LawThe first crossover in history with SVU Y Organized crime! (Read a summary of Part 2 here and a summary of Part 3 here.)

The event begins when Cosgrove is hanging out with his teenage daughter, who pressures him to let her study at home because she fears something terrible will happen while she’s at school. He says no, assuring her that bad things rarely happen… at which point a bleeding girl runs past her table at an outdoor cafe.

She is a Ukrainian whose entire family was killed in the Russian invasion in March, and we saw her escape from a yacht after fighting a man. She is so out of it that she gets hit by a car, and as Frank waves for an ambulance, a masked assailant walks up to her and shoots her where she is lying in the middle of the street.

Det. Shaw (played by supergirl‘s Mehcad Brooks), who is new to homicide after working in narcotics, arrives on the scene. Pretty soon, it looks like he’ll be working the case with Cosgrove. We soon learn that the girl’s name is Ava and that she was reported missing months earlier.

Cosgrove guides Shaw through her first death notification (Ava’s distraught aunt slaps him) and her first autopsy, which shows evidence that Ava was the victim of repeated sexual trauma. That, along with the caviar in his stomach and the salt water on his skin, leads detectives to Chelsea Piers, where Cosgrove intimidates a port manager into turning over surveillance footage of a megayacht that was parked there the night before. . And when Shaw says that maybe they can get a subpoena next time, we learn that Cosgrove’s new (temporary?) partner is a lawyer as well as a cop.

The detectives learn more, leading them to think that Ava was sex trafficked. Y that takes them to SVU, where Captain Benson connects them to some NYPD security camera footage that helps them get to the man they think is the shooter. Frank gets up in the boy’s face, putting his hands on him, and that makes Stabler very angry when he finds out.

law-and-order-organized-crime-premiere-recap-season-3-episode-1It turns out that organized crime has been working on a case involving the guy for six months, and as Elliot loudly informs Frank in the middle of the precinct, he worries that the shooter has freaked out and left.

In OC, Bell and a much calmer Stabler explain that the shooter, Maxim Sirenko, is deeply involved in a drug ring and other bad stuff. They are hesitant to scare him and the gang out of him, so they want to wait and investigate further before trying to bring him in. But then Cosgrove makes Stabler feel guilty about how he thought he’d be more passionate about avenging the death of an innocent girl…and Bell says it’s Stabler’s call…and then Stabler meets with his criminal informant and asks him to clone Sirenko’s phone in an attempt to get the NYPD to get some damning evidence about the murder.

Although it is a very close call, the CI gets the job done. And Jet can pull surveillance footage downloaded from the phone, giving them footage of a potential witness (another girl) and her pimp. Liv has Rollins, Velasco, Fin, and the rest of the team review their records for about 90 seconds before Velasco gets a head start on the pimp. Shortly after, Cosgrove, Stabler, and a SWAT unit raid the woman’s home. There are some shots, but they stop her with no casualties. Upstairs in the house, a young woman approaches Cosgrove with a kitchen knife, but he easily disarms her and warns all the other officers not to shoot her. While the wife, the woman cries and repeatedly begs him to shoot her.
